Labour should pay social housing tenants to move house

Yes, we need to build and acquire more social housing, but we could also shuffle the occupancy of the existing stock with carrots rather than sticks.

What to do about the lack of available social housing? With residents waiting up to 20 years for a social home, spiralling homelessness and a soaring number trapped in desperately unsuitable temporary accommodation it is clear we need more of it.
